Harm reduction is a main component of Catalan drug policy:
on 30/9/07 there were 7,164 people on methadone (846 in prisons).
There are different types of Needle exchange programmes
including in prisons.
Last year about 735,000 syringes were handed out.
There are 12 drop in centres (4 with consumption room), 7 mobile units
(1 with consumption room), 6 outreach schemes and 1 crisis centre.
There are also strategies to involve peers and to promote drug
users’ organisations.

The NTA is a government body, created in 2001
to improve treatment for drug misuse in
England. During this time we have produced a
range of guidance; developed and implemented
a Treatment Outcomes Profile; reviewed and performance managed
commissioning; and managed the National Drug Treatment Data
Monitoring System. The result has been a doubling of numbers in
treatment and longer retention times. Waiting times have dramatically
reduced – over 80 per cent wait less than three weeks to enter treatment.
For the second year we have sponsored nine service users and carers to
attend the IHRA conference to help drive harm reduction at a local level.
